I have heard that there is a campaign issue focusing on the fact that Frisco ISD dropped from "Recognized" to "Academically Acceptable". The reason is because the district science scores in the Economically Disadvantaged and African American subgroups did not improve enough and therefore fell below the standard which increased from 73 to 75 percent. As you can see from the table on the right, we are not the only district that fell. But did you know that Frisco ISD was the largest, most diverse district in the state to be Recognized in 2005? Did you also know that the state requires that boards consider the district performance report as a primary consideration in its appraisal of superintendent performance (TEC 39.054)?

I would like you to also know that Frisco ISD was a leader in the Economically Disadvantaged and African American subgroups especially when it comes to commended performance. So even though those subgroups did not improve enough for Frisco ISD to maintain our recognized rating, we are concentrating on them.

But to me, the rating of the district is certainly an honor but I am more concerned that we focus on every student. To facilitate that effort, the board recently approved a new position of Director of School Improvement and the purchase of a sophisticated software package called Inova which allows teachers to learn more about the strengths and weaknesses of each student.

In a nutshell, Inova:

• Identifies the student's performance level at the beginning of each school year
• Records the student's performance level at the end of each school year
• Notes their strengths
• Evaluates instructional strategies and determines what works and what doesn't
• Compares their performance against other Frisco ISD students most like them
• Places them into one of 25 different scenarios to help the teacher develop a strategy to improve their performance

Frisco ISD School Ratings

I have included the individual school ratings below. Just please keep in mind that there are many factors which can effect a schools rating and the criteria goes up each year. For example, out of district and particularly out-of-state students often have difficulty with the accountability tests. If our analysis shows that a particular campus is not performing as expected, then the board will call upon administration for recommendations which may include new or additional personnel or other resources.
