Chairman of the 2000 Bond Committee

BondWeb.jpg It has been my pleasure to serve on the citizens bond committees. I had the honor to be chairman of the 2000 bond committee, which was a $298 million dollar proposal that passed with a 96% approval. It is clear that the citizens of Frisco are willing to spend the money necessary to build quality schools for our children.

The bond committee is made up of concerned citizens who spend months meeting with demographers, developers, city staff, and administration to review the needs of the district. The committee then makes their recommendation to the board who has the authority to call an election.

As the final and most important step, the committee members take the message to the public to ensure that every question is answered.

Here is the timeline that we followed for the 2000 bond election:

  • May 4th
    • Kickoff meeting – discussion of goals, responsibilities, and timeline
    • Administration presentation of needs
  • May 18th
    • Review demographic information
    • City Planner – Presentation on city demographic status/future
    • Discussion of facility needs & timeline
  • June 8th
    • Technology presentation & discussion - Terry Cornelius
    • Metro Growth Study – Dan Tomlin
    • Discussed updated (detailed) cost estimates
    • Discussed facility capacities
  • June 22nd
    • Review of athletic complex & plans - Coach Kuykendall
    • Explanation of TIF – Dr. Reedy
    • Tax rate implications – Jim Brooks
    • Review of 4-year technology rollover plan - Terry Cornelius
  • July 20th
    • Discuss impact of bidding as joint projects
    • Discuss expanding elementary schools
    • Discuss and finalize numbers (currently $291M)
      • Is athletic complex number justified?
      • Does technology updates double-dip from last bond package?
      • Analyze building start timelines for HS, MS, ES
    • Plan promotional literature
  • August
    • Finalize promotional materials
    • Secure private financing urging to vote “Yes”
    • Begin planning member assignments
  • September
    • Handout promotional materials
    • Finalize member assignments
